  • Councillor Louise Upton - Confirm: no interest, no bias - Councillor Upton stated that she been present at the meeting when Cabinet had considered the acquisition of the site by OCHL in the event of planning permission being obtained. However, she was approaching the application with an open mind and would listen to all the arguments and weigh up all the relevant facts before coming to a decision.
