Authorise the award of a Contract for the Design, Build, Operation and Management of Horspath Sports Park
A tender exercise has been undertaken for the design, build, operation and management of Horspath Sports Park on the land adjacent to BMW. An in-house comparator has been developed to compare against external bids.
We are seeking delegated authority for the Executive Director of Community Services in consultation with the Board Member for Finance and the Board Member for Sport, Leisure and Parks, Director of Regeneration and Housing, Monitoring Officer and S151 Officer to:
1) Choose between letting the contract to an external contractor or proceeding with the internal offering; and
2) If we are letting an external contract, authority to enter into an appropriate contract with the contractor selected after the competitive process.
