29/11/2022 - Switch of tenure of 2 x 3-bed and 7 x 4-bed houses at Barton Park development, Headington from affordable to social rent ref: 2348    For Determination

Cabinet, at its meeting on 22 January 2020, resolved to:

4. Delegate authority to the Director of Housing, in consultation with the Cabinet Member for Affordable Housing, the Head of Financial Services / S151 Officer; and the Council’s Monitoring Officer, to enter into agreement for the award of grant, contractual arrangement and/or spend, for the provision of additional affordable housing in perpetuity using Retained Right to Buy Receipts or Recycled Capital Grant Funding;

5. Delegate authority to the Head of Planning Services, in consultation with the Cabinet Member for Affordable Housing; the Head of Financial Services/S151 Officer; and the Council’s Monitoring Officer, to enter into agreement for the award of grant, contractual arrangement and/or spend, for the provision of additional affordable housing in perpetuity using s.106 funds; and

6. Delegate authority to the Chief Executive, in consultation with the Cabinet Members for Finance and Asset Management, and Affordable Housing, to approve any property or development purchases over £500,000 for affordable housing, within the project approval granted at that meeting.

Decision:

To acquire 2 x 3-bed and 7 x 4-bed houses on Barton Park development, Headington for the sum of £650,000. This will allow the switch of the units from affordable rent to social rent, making them more affordable and sustainable in the long term.  Funds for the purchase will come from s.106 affordable housing monies.

28/11/2022 - Lease of council office accommodation at St Aldate's Chambers ref: 2347    For Determination

Cabinet, on 14 September 2022, resolved to:

1.   Approve a reallocation from the capital programme to the Future Workplace programme of a budgeted £1m to support the works required to vacate St Aldate’s Chambers and relocate staff office accommodation to the Town Hall;

2.   Delegate authority to the Executive Director (Development) in consultation with the Head of Law and Governance, the Head of Financial Services / S151 Officer and the Deputy Leader (Statutory) – Finance and Asset Management to enter into appropriate contracts to implement required changes to St Aldate’s Chambers or the Town Hall; and

4.   Delegate authority to the Executive Director (Development) in consultation with the Head of Financial Services / S151 Officer, the Head of Law and Governance, and the Deputy Leader (Statutory) – Finance and Asset Management to enter into lease(s) to let the whole of St Aldate’s Chambers in line with the strategy set out in the confidential Appendix 1 or on other terms which fulfil the requirements of S123 of the Local Government Act 1972.

21/11/2022 - Twenty decisions to approve the individual plot sales of new build properties developed by OX Place as affordable housing at Between Towns Road ref: 2346    Recommendations Approved

For OCC to dispose of flats 1-17 at Plough House, Between Towns Road, Oxford OX4 3ET and 36, 37 & 38 Between Towns Road, Oxford OX4 3LZ under the terms of a shared ownership lease, having first purchased the homes back from OX Place, by divesting a percentage share to an eligible purchaser who will enter into a shared ownership lease with OCC.

This is in line with the OX Place business plan and subsequent to an authorised agreement to sell the properties back to OCC prior to OCC selling on as shared ownership.

There is a separate agreement outlining the detail of the buy-back of the properties by OCC from OX Place.

18/11/2022 - Lease at 59 - 69 George Street, Oxford ref: 2345    Recommendations Approved

Cabinet, on 10 August 2022, resolved to:

1)        Approve the outline terms negotiated in relation to the re-gear of the head lease at 59 – 69 George Street as set out in the report; and

2)        Delegate authority to the Executive Director (Development) in consultation with the Head of Financial Services / S151 Officer, the Head of Law and Governance and the Deputy Leader (Statutory) – Finance and Asset Management to approve the final form of documents and enter into the transaction.
