Finalisation of lease and licensing agreements with the LATCo covering the LATCo companies’ occupation of relevant Council premises and use of Council resources.

To enter into the Service Contract and the Support Contract between the Council and the LATCo.

To approve the terms under which the Council will enter into leases and/or licences covering the LATCo companies’ occupation of relevant Council premises and use of Council resources.

To contribute towards the CPZ programme to be rolled out by Oxfordshire County Council where consultation demonstrates there is local support and the need is supported by the Highways Authority.

Award of a contract that brings together a range of new and existing service functions to better meet the needs of single homeless people and to deliver on Oxford City Council’s ambition to ensure that nobody should have to sleep rough in Oxford. The Service is expected to play a major role in preventing and relieving rough sleeping and single homelessness.

To award a contract for the engagement and assessment service and provision of interim accommodation for rough sleepers and single homeless peopleto St. Mungo’s.

The decision allows for the policy to be unambiguous. The Cabinet will not ordinarily be involved when there are issues relating to a street name that is causing difficulties for the emergency services.

The Council’s refreshed Street Naming and Numbering Policy was adopted by the Cabinet at its meeting on 11 November 2020, subject to a change in para 12.1. That paragraph will now read:

“Streets will only be renamed under exceptional circumstances, such as when there are potential problems for the emergency services in identifying and locating an address, or there is substantial evidence (including from residents in the street) that the current name is no longer deemed suitable. Having considered the particular circumstances if, in the opinion of the Head of Law and Governance having consulted with the relevant portfolio holder, it is necessary to rename any street in such exceptional circumstances, this will proceed as specified in the Oxfordshire Act 1985, Section 13(2) a-c. In the event of there being a balance of judgments other than relating to potential problems for the emergency services to be made or unresolved objections following consultation about possible names (other than those relating to potential problems for the emergency services) the Cabinet will take the decision, following a written report to it from the relevant portfolio holder.”

The decision will deliver the ability to maximise the collection of debts through the effective use of all available recovery options, reduce the costs of collection, ensure a high quality enforcement agent service is delivered and provide valuable income to the Council.

The decision is to appoint Jacobs and Rundle & Co Ltd to provide the specialist skills required to operate an efficient and effective debt recovery service to the Council.
