Programme approval and allocation for Public Sector Decarbonisation Funding
15/09/2021 - Decarbonisation Project; Decision Point C- Award of contract to Willmott Dixon and Consultants F&G/HoreLea to commence technical design and construction works for the decarbonisation programme
To award a contract for the technical design and construction (RIBA stages 5 & 6/7) of the decarbonisation project to Willmott Dixon all for a consideration of £9,452,146 and extend the F&G and their subcontractor contract all for the consideration £793,113. Internal fees plus High Voltage (HV) costs all for £428,409.
The appointment will be initially covered by a Letter of Intent (LOI) followed by the signing of the JCT Design and Build Contract 2016 to cover all the works from preconstruction to handover (RIBA stages 1-7).
The LOI is used for the following reasons
1. Allow the project to proceed by the 20th of September 2021 in order to meet the deadline of 31st March 2022
2. Allow time to review the legal contract from both parties the Council and Contractor Willmott Dixon.
Allow time to finalise contract sum, signing and sealing of the JCT Design and Build 2016 Contract.
06/05/2021 - Appointment of Consultants Faithful and Gould and Tier 1 Contractor Willmott Dixon (Decision Point B) and to carry out detailed work on pre-construction services and advise the Council on the Decarbonisation Programme of the properties listed.
A previous decision was made, at decision point A (06/04/2021), to appoint a Tier 1 Contractor to provide specialist Pre-Construction service under a Pre-Construction Service Agreement (PSCA) for the decarbonisation of the following properties.
· Hinksey Outdoor Pool
· Leys Pool & Leisure Centre
· Barton Leisure Centre
· Rose Hill Community Centre
· Oxford Ice Rink
· Ferry Leisure Centre (Replaced Town Hall as back-up site).
The contractor was sourced from an appropriate Framework in accordance with Procurement policy.
Decision was to incur expenditure to get to next decision point B (10 May 2021) estimated to be up to a £300K in order to progress the consultant and Contractors work necessary to meet the grant conditions.
This work has enabled the project to successfully reach Decision Point B which is the next stage of the project to which this delegated decision relates.

09/04/2021 - Appointment of Consultants Tier 1 Contractor and Principal Contractor) to advise the Council on the De-Carbonisation programme of the Council Owned properties listed.
To appoint a Tier 1 Contractor to provide specialist Pre-Construction service under a Pre-Construction Service Agreement (PSCA) for the decarbonisation of the following properties.

· Leys Pool & Leisure Centre
· Barton Leisure Centre
· Rose Hill Community Centre
· Oxford Ice Rink
