The Head of City Development submitted a report (previously circulated, now appended) detailing a planning application for the demolition of the existing Oxonian Rewley Press premises plus the erection of 8 flats (2x1, 4x2 and 2x3 bed) in a three storey block with 10 car parking spaces, cycle and bin storage.

 

In accordance with the criteria for public speaking Huw Mellor, on behalf of the applicant, spoke in support of the development.

 

Resolved to refuse planning permission for the following reason:-

 

The development was considered unacceptable bearing in mind the constrained nature of the site, its non compliance with balance of dwellings policies, and in the absence of 2 of the proposed flats being offered as affordable units as had been the case in a similar recent permission granted at the same site.

The Head of City Development submitted a report (previously circulated, now appended) detailing a planning application for the demolition of the existing Oxonian Rewley Press premises as well as the erection of 8 flats (2x1, 4x2 and 2x3 bed) in a three storey block with 10 car parking spaces, cycle and bin storage.

 

The Planning Case officer advised that the Environment Agency had submitted late comments highlighting no objections to the scheme.

 

In accordance with the criteria for public speaking Huw Mellor, on behalf of the applicant, spoke in support of the development. He confirmed that the developer was prepared to contribute £20,000 towards flood mitigation.

 

Resolved to defer consideration of the application pending the submission of further details relating to the viability of affordable housing provision either on the site or at an off-site location.
