The Lord Mayor welcomed attendees to the meeting.

Proposal of Motion

Cllr Susan Brown will move, in accordance with Section 249 of the Local Government Act 1972, the motion below.

Motion: that Council resolves to confer the Honorary Freedom of the City on Frances O’Grady.

Minutes:

Cllr Brown, Leader of the Council proposed the motion that Council confer the Honorary Freedom of the City on Frances O'Grady in recognition of her relentless work and contributions to the trade union movement.

 

Cllrs Pegg and Clarkson joined the meeting.

Second and Support of Motion

Cllr Chris Jarvis will second the motion.

The seconder, and other councillors who indicate, may speak.

Minutes:

Cllr Jarvis, Green Group Leader gave a speech seconding the motion.

 

Cllr Aziz joined the meeting.

Council to Vote on Motion

The Council will vote on the motion and, provided at least two thirds of the members voting on it are in favour, the Lord Mayor will declare this motion carried.

Minutes:

The motion, having been proposed and seconded, was put to the vote.

 

With all councillors present voting for the motion and none voting against, the motion was agreed unanimously, thereby meeting the requirements of Section 249 of the Local Government Act 1972 that the resolution be passed by not less than two-thirds of the members voting thereon.

 

Council resolved, in accordance with Section 249 of the Local Government Act 1972, to confer the Honorary Freedom of the City of Oxford on Frances O’Grady.

Cllr Louise Upton will move, in accordance with Section 249 of the Local Government Act 1972, the motion below.

Motion: that Council resolves to confer the Honorary Freedom of the City on Oxford Biomedical Research Centre.

Minutes:

Cllr Upton, Cabinet Member for Health and Transport proposed the motion that Council confer the Honorary Freedom of the City on Oxford Biomedical Research Centre for its dedication and contributions to the medical advances that helped improve and extend lives.

 

Cllrs Pressel, Corais, Railton and Kerr joined the meeting.

Cllr Christopher Smowton will second the motion.

Cllr Smowton, Liberal Democrat Group Leader gave a speech seconding the motion.

 

Cllrs Djafari-Marbini and Mundy joined the meeting.

Closing Speeches

Written statements submitted by Frances O’Grady and Oxford Biomedical Research Centre will be read out on their behalf.

Minutes:

The Lord Mayor read out a statement of acceptance from Frances O’Grady, followed by a statement of acceptance from Helen McShane, on behalf of Oxford Biomedical Research Centre.

 

The Lord Mayor closed the meeting.
