The Panel AGREED the proposed work plan. It was NOTED that the Scrutiny Committee had agreed to consider the Allocatoin of Homelessness Prevention Funding owning to the delay of the report going to Cabinet.

The Panel AGREED the proposed work plan subject to the addition of a detailed action plan in response to the Tenant Satisfaction Survey results as part of the report on the Council’s readiness for the Social Housing White Paper report in February.

The Panel is asked to NOTE that the forthcoming meeting of the Housing and Homelessness Panel is in February, meaning the Forward Plan is liable to change. Aside from the requested report on the progress of activities in relation to the Social Housing White Paper it is not possible to put forward a reliable work plan.

The Panel AGREED that owing to a delay in the expected report on the response to the Tenant Satisfaction Survey results there should be an additional meeting on 16 December 2021 at 5pm. The Panel would also consider a Housing Performance update for the last quarter.

Councillor Diko Blackings joined the meeting at the commencement of this item.

It was proposed by the Chair that the Panel consider the Cabinet paper on Small Sites Development Proposals at the November meeting, which was accepted by the Panel.

There was a request for more information regarding the progress of Selective Licensing, which the Scrutiny Officer agreed to follow up on.

Stephen Clarke, Head of Housing, requested that the reports on the Tenant Satisfaction Survey in October and the Housing White Paper in November be switched around, which was accepted.

A presentation by the Empty Homes Officer on their work was also requested, with the Scrutiny Officer to organise a suitable date. This suggestion was accepted.

The Chair also brought to the Panel’s attention that Council had referred work to the Panel around DSS discrimination in lettings. It was agreed that the Scrutiny Officer would pass on to Housing the actions required by the motion which referred the work to the Panel, and would ask for an update report on progress in April 2022.

The work plan was AGREED by the Panel subject to the above changes.

It was also AGREED that the Chair would work with the Head of Housing to develop a performance dashboard, which would be considered as a standing item at each meeting.

This is the final meeting of the civic year. An interim work plan to cover the first quarter of the next year will be developed to give time for Scrutiny to agree its work plan for the remainder of the year.

The Panel was advised that with purdah operating in April the scheduled April 2020 meeting of the Housing and Homelessness Panel was cancelled. With no further meetings there was no further work plan to deliver. This was NOTED.

Further, it was also AGREED that should the timetable of reports fall in such a way that the meeting became too congested, that Performance Monitoring and the Integrated Performance Report be allowed to slip.
