Background Information

The Scrutiny Committee has a role in monitoring Council performance and quarterly reports are provided to the Committee on a set of selected corporate and service indicators. The Housing Panel receives separate reports on housing performance.

Why is it on the agenda?

For the Scrutiny Committee to note and comment on Council performance at the end of 2016/17 Quarter 2 (September 2016).

Who has been invited to comment?

Cllr Fry, as Committee lead may wish to comment on the performance outcomes.

 

 

Minutes:

Cllr Fry, as Committee lead presented the report. He outlined his list of concerns with the way some of the indicators are measured, and the analysis of why some of the indicators had not met their target.

 

 He made the following comments:

·         BI002a & BI002b – queried why the target was zero is this an error?

·         CS001& CS003 –breaking the information down into smaller sections would make it more useful. eg phone, email, face to face.  The comments were difficult to understand and the target seemed contrary to the aim of encouraging customers to self-serve.

·         LG002 – No results were presented by some initial reporting was already available.

·         CE002 – target would be more useful if timed better with finance payments

·         NI157c – reason for not meeting the target doesn’t make sense as performance is being monitored using backlog cases as well as current ones. 

·         PC027 the result figure is in the thousands but the target for the year is only 400 is this an error in the figures?.

·         Bi001 The target is zero but the result is 40% is this an error in the figures?

 

The Committee commented that the presentation and content of the report was not adequately accessible given that this document was in the public domain and expressed concerns about the extent of tracking and accountability.

 

The Committee agreed to take account of performance reports when considering items for inclusion in the Scrutiny Work Plan.

 

The Committee asked for confirmation that red indicators are highlighted to Board members.

 

The Committee agreed that the Scrutiny Officer and Cllr Fry should write to the Assistant Chief Executive outlining their concerns. 

The response to be presented to the Scrutiny Committee.

Background Information

The Scrutiny Committee has a role in monitoring Council performance and quarterly reports are provided to the Committee on a set of selected corporate and service indicators.  The Housing Panel receives separate reports on housing performance.

 

The Chair and Vice Chair propose that Cllr James Fry leads on performance monitoring for the Committee.  Cllr Fry has provided a steer as to which measures should be monitored by Scrutiny this year.  Nineteen indicators have been added to the report and eight indicators that are no longer measured by the Council have been removed.

 

Why is it on the agenda?

For the Scrutiny Committee to note and comment on Council performance at the end of 2016/17 quarter 1 (June 2016).

 

Please note that year end targets and the latest results for some measures had not been provided in time for publication.  This information can be communicated separately to the Committee when available.

 

Recommendation: That the Committee appoints Councillor Fry as lead member for performance monitoring. 

 

Who has been invited to comment?

No one has been specifically invited for this item.  Any comments the Committee wishes to make will be included in the minutes and relayed to Heads of Service after the meeting.

 

Cllr Fry may wish to comment on the selected indicators and performance outcomes.

 

 

Minutes:

The Chair presented the report and  directed the committee to the error in the report – CE001 end of year 2015/16 figure should read £7.3 M not £73M.

The Chair explained that Cllr Fry had put himself forward to be the lead member for performance monitoring.

 

The Committee Services Manager explained that a lead member is a member of the Scrutiny Committee who works with the Scrutiny Officer between meetings and gives a members perspective to commentary. Other members could approach Cllr Fry directly if they had queries on the information.

The Committee Services Manager explained that Cllr Fry had suggested four additional performance measures:

Members queries,

Empty units in the covered market

Empty units in the town centre

Performance of ICT services – officers and councillors.

 

The Scrutiny Committee resolved to appoint James Fry as lead member on Performance Monitoring.
