Headington Neighbourhood Plan

he Head of Planning, Sustainable Development and Regulatory Services submitted a report to the City Executive Board on 20 June 2017 presenting the Headington Neighbourhood Plan for adoption so that it can become part of the Oxford Development Plan.

The City Executive Board agreed the recommendations as set out in the report and in the minutes of the meeting attached later in this agenda.

Councillor Hollingsworth, Board Member for Planning and Regulatory Services, will move the recommendations.

Recommendation: The City Executive Board recommends Council to resolve to adopt the Headington Neighbourhood Plan as part of the Council’s development plan for the Headington neighbourhood area.

Council considered a report of the Head of Planning, Sustainable Development and Regulatory Services (previously submitted to the City Executive Board on 20 June 2017) presenting the Headington Neighbourhood Plan for adoption so that it can become part of the Oxford Development Plan.

 

Councillor Hollingsworth, Board Member for Planning and Regulatory Services, moved the recommendation.

 

Councillors requested clarification on how CIL would now be allocated and spent in the area covered by the Plan.

 

Council recorded its thanks to the work of members of the Neighbourhood Forum and to officers of the City Council in bringing the plan to fruition.

 

Council resolved to adopt the Headington Neighbourhood Plan as part of the Council’s development plan for the Headington neighbourhood area.

The Head of Planning, Sustainable Development and Regulatory Services has submitted a report to consider the Headington Neighbourhood Plan for adoption so that it can become part of the Oxford Development Plan

 

Recommendations: That the City Executive Board resolves to:

 

1.    Agree to ‘make’ the Headington Neighbourhood Plan;

 

2.    Recommend Council to adopt the Headington Neighbourhood Plan as part of the Council’s development plan for the Headington neighbourhood area.

The Head of Planning, Sustainable Development and Regulatory Services submitted a report presenting the Headington Neighbourhood Plan for adoption so that it can become part of the Oxford Development Plan.

 

Councillor Hollingsworth, Board Member for Planning and Regulatory Services, introduced the report and drew attention to the immediate increase in Community Infrastructure Levy funds available to the Headington Neighbourhood Plan area that would result from the adoption of the plan.

 

The Committee noted the relationship between this plan, the current Local Plan and the emerging Local Plan; and that its policies would be included in the determination of applications at committee and under delegated powers.

 

The Committee commended all those who had worked to get the plan to the stage of adoption.

 

The City Executive Board resolved to:

2.    Recommend Council to adopt the Headington Neighbourhood Plan as part of the Council’s development plan for the Headington neighbourhood area.

 

Councillor Turner arrived after the start of this item and took part in the discussion.

The Head of Planning and Regulatory has submitted a report to consider the Examiner’s Report, approve modifications to the Headington Neighbourhood Plan and agree that the Headington Neighbourhood Plan is submitted to a referendum.

 

Recommendations: That the City Executive Board resolves to:

 

1.            Approve the Modifications to Policies in the Headington Neighbourhood Plan as recommended by the Examiner’s Report (January 2017).

 

2.            Approve the factual modifications that have been made for the purpose of correcting errors and approve the factual modifications relating to textual changes in the introductory chapters or in terms of the justification for the policies in the Headington Neighbourhood Plan.

 

3.            Agree that the Headington Neighbourhood Plan (as modified in the form at Appendix 3) is submitted to a referendum.

The Head of Planning and Regulatory has submitted a report to endorse the consultation required by regulations for the Headington Neighbourhood Plan.

 

 

Recommendations: That the City Executive Board resolves to:

 

1.    AGREE that the legal tests have been met.

2.    ENDORSE the consultation on the submitted Headington Neighbourhood Plan

3.    PROCEED with the neighbourhood planning process by submitting with the outcome of the consultation exercise, the draft plan for independent examination

The Head of Planning and Regulatory submitted a report seeking endorsement for the consultation required by regulations for the Headington Neighbourhood Plan.

 

Councillor Hollingsworth, Board Member for Planning and Regulatory Services presented the report. He thanked officers for the work done.  The timing of the decision was important to fit the election timetable, which is not absolute but as long as there are no legal challenges it should be met.

 

He reiterated that the Board was being asked to just endorse the process and it was not the time to comment on the document, but to agree that all legal hurdles had been met and the draft plan could move to the next stage.

 

The Planning Policy Manager explained that it was the first Neighbourhood Plan in the city.

 

The Vice Chair of the Headington Neighbourhood Plan Steering Committee thanked officers for all the work they had done to assist the committee in the development of the draft plan.

 

The City Executive Board resolved to:

 

1.    Agree that the legal tests have been met.
