Decision:

To progress the Traffic Order to add Leys Pool and Leisure Centre to the provisions for existing car parks and implement the requirements of the parking scheme brief:

·         No parking charge

·         Maximum parking period 3 hours

·         Power to issue permits for Fusion employees/ authorised visitors.

 

Reasons for the decision:

Existing parking provision is free of charge to all users and non-users of the facility and not considered a commuter car park (such as Ferry Pool car park).

 

Non-users are viewed primarily as students of the City of Oxford College and language schools utilising as a drop off/ meeting point for host families. 

 

To ensure adequate parking provision for users of the new facilities/ pool and to reduce potential impact of on-street parking an agreed scheme has been identified.

 

The scheme brief was to keep it simple with limited impact/ no cost to leisure facility users.

Alternative options considered:

Pay & Display at all times in line with existing off street parking terms & conditions.

 

Rejected as this would increase cost to leisure users and be a potential barrier for affordable participation in health & well-being opportunities; impact of cars parking on residential streets rather than pay for parking.
