Purpose:

To end Oxford’s official twinning links with the City of Perm in Russia.

At such a time as Russia’s breaches of international law cease the Council will consider the reinstatement of the twinning agreement with Perm but that will be subject to a separate decision.

Oxford has been linked with Perm since 1990 and the two cities have been twinned since 1995.

Decision:

To approve the ending of Oxford’s official twinning agreement with Perm.

Reasons for the decision:

Oxford City Council condemns the invasion of Ukraine by the Russian government led by President Putin and the Russian government’s breaches of international law.

Alternative options considered:

To maintain formal civic links with Perm – this is considered to be untenable in light of the Russian government’s breaches of international law and the continued bombing of Ukraine’s cities.
