The decision is to commission Carter Jonas to undertake an additional option to explore how the council could proceed with an initial phase of development on its own land.
Alternative options considered:
The alternative option was not to commission the additional option. This was rejected as it would be very difficult for the council to enter negotiations with the University without this information.
