Purpose:

To commission research and analysis work to inform the Council‘s response to the devolution agenda.

Decision:

To commission research and analysis work to inform the Council‘s response to the devolution agenda, specifically:

·         Additional policy development support to assist the Council in responding to the implications of the Government’s Devolution White Paper.

·         Technical support and financial analysis to respond to options analysis commissioned by Cherwell District Council and Oxfordshire County Council

·         Research and resulting report on a strategic case for place-led growth and renewal around Oxford.

 

To be funded from existing budgets.

 

Alternative options considered:

The option of not commissioning this work was considered but discounted.

The Devolution and Economic Recovery White Paper is expected to be published in Autumn and to include proposals relating to the creation of more Combined Authorities, Mayors and local government reorganisation.

The Council will work with partner councils to develop a response to the Devolution and Economic Recovery White Paper that serves the interests of and secures the best outcomes for the residents of Oxford and the commissioning of research and analysis was considered necessary to support that approach.
