Officer, to enter into all appropriate contracts to implement the recommended option of
moving the decking to the Redbridge Park and Ride site.
The decision is to appoint consultants to provide specialist Construction advice on the decommissioning and storage of the Oxpens Decking. This will support decisions to entering into a contract with suitable Contractor and facilitate the undertakertaking of the proposed works.
From the overall project budget of £243,000, a £7,000 budget with contingency has been allocated to progress the consultant appointments, and following a tender process can confirm that this sum is sufficient.
This decision accords with and represents the first phase in the implementation of the City Executive Board (now Cabinet) decision on 22 January 2019 to approve the relocation of the car park decking located at Oxpens car park to Redbridge Park and Ride. The second phase will be to reinstate the decking at Redbridge which will be subject to further review and approvals.
Alternative options considered:
The alternative option was not to appoint specialist advice. This was rejected as it could result in the Council failing to meet statutory obligations in relation to Procurement and CDM legislation and OCC Constitution requirements.
