Purpose:

The City Executive Board (now Cabinet) on 10 April 2019 delegated authority to the Transition Director, in consultation with the Heads of Finance and Law and Governance to enter into a collaboration agreement with the Council’s bid partners to secure the grant funding for the scheme from Innovate UK, to appoint the Council as the Accountable Body for the Scheme, and under which the Council would itself receive grant funding for the scheme.

Decision:

Agreement to enter into a collaboration agreement, with the project partners. The collaboration agreement is the set of terms that the partners will agree to abide by whilst working together on the ESO project. It is also a requirement for Oxford City Council to access up to £1.6million grant funding from Innovate for the project. The city council is using this grant funding to support the Hackney Carriage trade with their move to Ultra Low Emissions Vehicles (ULEV), purchase of Council fleet electric vehicles, project management staff costs & consultancy costs for evaluating the success of the project.

The decision was made by the Transition Director in consultation with Head of Finance and the Legal Services Manager.

Alternative options considered:
