Purpose:

This decision was delegated to officers under Part 4.4 of the Council’s Constitution: All executive functions except the ones in Part 4.5, 4.6 and 4.7 are delegated to the officers in the senior management structure.

 

Decision:

To allocate up to £54,980 for the installation of additional cycle racks in seven carriageway locations in Oxford. This includes the application fee for a Traffic Regulation Order and technical plans costs. A further £372.75 has been allocated for the removal of four cycle pumps that are beyond economical repair. All funds are drawn from the 2024-25 budget of the Cycling Infrastructure Fund, a Community Infrastructure Levy pot designated by the Council for cycling improvements in Oxford.

Reasons for the decision:

This decision enables the installation of 75 cycle racks providing 150 additional cycle parking spaces in seven locations in Oxford.  It responds to the shortage of cycle parking in Oxford and supports additional measures to encourage cycling as a means of healthy, non-polluting, active transport.

Alternative options considered:

No increase in cycle racks – rejected as there are areas that are currently over capacity, with some cycles being left in unsuitable/obstructive positions, and that cycling is anticipated to increase with the wider “core transport schemes” such as the upcoming traffic filters.
