Purpose:

This decision was delegated to officers under Part 4.4 of the Council’s Constitution: All executive functions except the ones in Part 4.5 and 4.6 are delegated to the officers in the senior management structure.

Decision:

To award a contract with a value of £22,880 to Phil Jones Associates (PJA) to provide public realm support for the Central Oxfordshire Movement and Place Framework (COMPF).

Reasons for the decision:

The decision enables the appointment of a specialist consultant to provide technical and strategic advice for the COMPF and the provision of ongoing support to the City and County councils in the form of strategic advice and specialist recommendations, addressing key issues affecting the potential success of the COMPF.  The decision to award the contract to PJA was reached following a competitive procurement process where bids were invited and received from 3 consultancies.  PJA was the successful supplier based on cost and quality following a procurement process undertaken in accordance with the Council’s Constitution.

Alternative options considered:

Appointing a different supplier – after evaluation by officers, the other bids received did not offer as good quality and value for money for the council.
