Allocation of additional capital budget for Gloucester Green underground car park ventilation improvements

Decision Maker: Executive Director (Development)

Decision status: Recommendations Approved

Is Key decision?: No

Is subject to call in?: No

Purpose:

This decision was delegated to officers under Part 4.4 of the Council’s Constitution:  All executive functions except the ones in Part 4.5 and 4.6 are delegated to the officers in the senior management structure.

Decision:

To allocate an additional capital budget of £202,000 for essential ventilation system improvement works being managed by Oxford Direct Services at Gloucester Green Underground Car Park.

Reasons for the decision:

The decision will bring the total project expenditure to £586,000.00, as opposed to the original budget of £384,000.00.  The additional budget is required due to cost increases associated with unforeseen delays (Covid) and inflationary pressures.  The additional budget will be vired from the existing ’Stock Condition Surveys’ capital repairs and maintenance budget as agreed at Development Board.

The previous ventilation system fell short of required Building Regulation standards and the additional budget is required to meet increased project costs.

Alternative options considered:

Not to allocate the additional budget.  This option was rejected as it would not allow the essential ventilation works to be completed.

Signed off by senior officers:

Decision taken by Tom Bridgman, Executive Director (Development) in consultation with Emma Jackman, Head of Law and Governance; Nigel Kennedy, Head of Financial Services and Councillor Ed Turner, Deputy Leader (Statutory) – Finance and Asset Management.
