Oxfordshire Homelessness and Rough Sleeping Strategy (2026-2028)
To seek approval of the Oxfordshire
Homelessness and Rough Sleeping Strategy (2026–2028). This
two year strategy follows the 2021-2026 strategy (2021-2026) to
reflect changing local need and emerging challenges. It sets out
the countywide priorities and partnership approach for preventing
homelessness, reducing rough sleeping, improving access to
accommodation and support, and strengthening opportunities for
people to sustain settled housing and independence.

Consultation process
A public consultation on the Strategy Refresh
was undertaken between 27 March and 6 June 2026. The consultation
was open to all Oxfordshire residents and was promoted through
Oxfordshire County Council, Oxford City Council, district council,
and Thames Valley Integrated Care Board communication channels. We
were particularly interested to hear from community, voluntary and
social enterprises (VCSE) delivering homelessness services and
those with lived experience.
