Commission drafting of a Cabinet report for
September 2026, seeking formal approvals and delegations required
to progress the scheme, noting:
A - the total scheme cost exceeds £5 million, and B -
delivery may require the re-profiling of the Temporary
Accommodation (TA) procurement budget from 2028/29 into
2029/30.
The proposed development represents a unique, once-in-a-generation
opportunity for the Council to deliver a fully purpose-built
Supported Temporary Accommodation (TA) scheme. It directly meets
the City’s acute and growing housing needs, strengthens the
Council’s ability to discharge its statutory homelessness
duties, and provides a high-quality, fit-for-purpose environment
with integrated housing management and support. The scheme’s
bespoke design, strategic location, and alignment with long-term
temporary accommodation priorities position it as a flagship
project that will significantly enhance service delivery, improve
outcomes for vulnerable residents, and secure a resilient and
sustainable TA solution for the future
