Appointment of MLCS3 to conduct stock condition surveys for 5000 properties within the HRA

Decision Maker: Head of Housing Services

Decision status: Recommendations Approved

Is Key decision?: No

Is subject to call in?: No

Purpose:

This decision was delegated to officers under Part 4.4 of the Council’s Constitution: all executive functions except those in Part 4.5, 4.6 and 4.7 are delegated to the officers in the senior management structure.

Decision:

To award the Call-off Terms and Conditions: Schedule 5 to Framework Agreement to MLCS3 to carry out stock condition surveys to 5000 properties for two years for the sum of £200,000, following a mini-competition on the Building Surveying Services framework.

Reasons for the decision:

Oxford City Council is looking to start stock condition surveys on the first tranche of its HRA properties, which will comprise approximately 5000 homes.  The results of the surveys are expected to support the Council’s capital investment programmes which will include external, internal and communal programmes of work; a programme of carbon reduction measures; and a programme of structural repairs.

The decision enables the stock condition surveys to be undertaken.

Alternative options considered:

The option not to make the appointment was rejected as it would not allow the stock condition surveys to be undertaken.

Signed off by senior officers:

Decision taken by Nerys Parry, Head of Housing.
