Purpose:

To increase the Covered Market masterplan project’s feasibility budget allocation in order to allow for additional spend on business case consultants, public engagement, a 3D model and abortive costs due to COVID-19.

Decision:

Decision to appoint Gort Scott Limited in order to deliver the Concept Masterplan (RIBA Stage 2) and heritage-led Asset Management & Maintenance Plan for Oxford’s Covered Market.

 

The total value of the contract is within officer delegated authority.

Reasons for the decision:

The masterplan work will identify ways to support the successful long term future of the Covered Market and its surrounding streets.

Alternative options considered:

The following alternative options were considered:

 

1. Appointing one of the other Suppliers who were invited to clarification interview.

 

This option was rejected because the recommendation to appoint Gort Scott Limited was unanimous from all Officers involved in the evaluation process. There were clear reasons why other Suppliers would not provide the right balance of cost and quality for the project.

 

2. Not appointing any Supplier

 

This option was rejected because consideration by the Development Board on 18th November 2019 established the importance of appointing a multi-disciplinary team. The Covered Market is an important, Grade 2-listed city centre asset, owned by OCC. A high quality, timely masterplan will equip OCC to make the right long-term decision for this asset and its surrounding area.
