Decision:

To ensure timely and appropriate use of further Additional Restrictions Grant Funding in-line with the guidance and local economic need, the decision has been made to:

a)    Increase the ARG budget available by £208,367 (total allocation  £5,602,741).

b)    Approve use of the top-up funds for delivery of the ‘Omicron Additional Restrictions Grant’ (see options considered). Any remaining funds from previous schemes will be also be allocated to this funds in-line with officer and leader delegations agreed on 26 April 2021.

30/01/2022 - Lift Maintenance and Repair ref: 2257    Recommendations Approved

Cabinet, at its meeting on 09 December 2020, delegated authority to Executive Director of Housing, after consultation with the Monitoring Officer and the s151 Officer, to award the Lift Maintenance and Repair Services contract to the successful supplier(s) following completion of a tender process undertaken in accordance with the Public Contracts Regulations 2015.

To award a contract for the provision of commercial agency services in relation to land in the City Centre.

Decision:

The Executive Director (Development) had submitted a report to seek approval to delegate to officers the process and selection of a preferred commercial partner for the potential redevelopment of Council-owned land in the city centre. This would enable the Council to make an informed choice about its next moves.

Cllr Ed Turner, Cabinet Member for Finance and Asset Management, highlighted that the Council owned a number of assets in the City centre.  The approach outlined in the report formed part of a pro-active, medium term land-management plan for one of these sites and would involve an options evaluation, including possible redevelopment.  It was noted that a further Cabinet decision would be required in the event that redevelopment was determined as the best option.

Cabinet resolved to:

 

1.   Delegate authority to the Executive Director Development, in consultation with the Council’s Section 151 Officer, the Head of Law and Governance, and the Cabinet Member for Finance and Asset Management, to agree the terms, route to market, and then select a preferred commercial partner for the potential redevelopment of council owned land in the city centre; and

 

2.   Note that any decision to enter into contract with the preferred commercial partner for the redevelopment of the land would require a separate Cabinet decision. This would be taken in the round with consideration of other options, including the potential to renew the lease with existing lease holder.

26/01/2022 - Relocating Customer Services Face to Face Services to the Westgate Library - Pilot Scheme ref: 2252    Implemented

The co-location of the City Council’s face to face customer services with those of the County Council in the Westgate Library, as a pilot project.

Decision:

To relocate the City Council’s customer services centre from the ground floor of St Aldate’s Chambers to the Westgate Library, and enter into a 12 months’ licence with Oxfordshire County Council to support this move.

 

The project is a pilot, but if successful is intended to continue beyond the initial 12 months.

 

The total cost of the move is estimated to be no more than £5300. This includes disposal and provision of furniture, moving and set up costs. This cost it to be met from the Capital Reserve.

 

A 12 month licence fee, with a break from 3 months, with 1 month notice, has been agreed with the County Council.  Citizen Advice Oxford will to continue to co-locate with the City Council at the Westgate Library, and will contribute to the licence fee on a proportional basis.

This licence fee amount is deemed to be confidential as it is commercially sensitive. This is set out in a confidential appendix to this report.

 

The pilot will be subject to on-going evaluation, including customer and staff feedback from the City and County Councils. Should the pilot not be successful then the Council will revert to provision of its own customer services centre.
