Consultation process
Each year the Council receives a request from the Free West Papua Campaign to fly the Morning Star flag in support of their campaign for independence. This is an executive responsibility delegated to the Monitoring Officer in consultation with a Panel of Members (Flag Flying Panel). On this occasion the Monitoring Officer invited the Leader of the Council to revoke his delegation and to make the decision, in consultation with the Panel, rather than referring this back to the City Executive Board.
