Decision:

The decision is to appoint Montagu Evans consultants to provide specialist property advice on the land the Council owns, that is part of the land identified as South Oxford Science Village.

The consultants were selected following a competitive process using the Homes England Property Panel.

The work required is phased with the cost of the initial phase being £16k. All phases to have a maximum value of £150k.

To appoint Rider Levett Bucknall UK Ltd to carry out asset condition surveys.

Decision:

To appoint Rider Levett Bucknall UK Ltd (RLB UK Ltd) to carry out asset condition surveys.

Following a successful tender process and qualification interview RLB UK Ltd were the preferred contractor from the NHS Framework (this framework was selected in line with Contract Rule 19.19).

The decision was taken in accordance with the Council’s Contract Rules - Part 19.22(b) of the Constitution (total contract value is over £150,000 but less than £500,000).


08/07/2020 - Transfer by sale of the former Royal British Legion, Edgecombe Road to Oxford City Housing (Development) Limited (OCH(D)L) ref: 1968    Recommendations Approved

To authorise the transfer by purchase by Oxford City Council of the extended and refurbished 4 bedroom property delivered through the OCHDL Extensions programme. Contributing to the Council’s overall Affordable Housing provision.

29/06/2020 - Town Hall Dry Risers ref: 1965    Recommendations Approved

Installation of dry riser system in the Town Hall.

Decision:

Following a feasibility study of the wet risers in the Town Hall, the decision was made to replace the wet riser with a dry risers system once list building consent is received.

The works will be undertaken by Oxford Direct Services, who were awarded the contract under Part 19.11(d) of the Council’s constitution.

The cost to undertake this projects is £190,000 and is based on a fixed price from the in-house delivery team Oxford Direct Services.

 


10/07/2020 - Accommodation of rough sleepers at Canterbury House ref: 1957    Recommendations Approved

To secure accommodation for rough sleepers.

The decision was taken to:

1.    Approve that a letter of intent be sent to A2Dominion for the use of Canterbury House for 50 weeks from 3 August 2020 by way of a management agreement between St Mungo’s and A2D, with the Council undertaking to enter into an agreement with St Mungo’s for this work and complete a full agreement by 17 July 2020.

 

2.    Approve the allocation of a budget £660,486 for this use to be funded from housing benefit income, government grant (if approved) with the remainder from reserves if necessary.

01/07/2020 - Funding for temporary city centre bus gates ref: 1923    Recommendations Approved

To introduce bus gates to reduce city-centre congestion, reduce bus journey times and allow for the re-prioritisation of road space towards active travel modes.
