The Chair explained that applicants for the two Street Trading Consents (item 5 of the agenda) would all  be given up to 5 minutes to present their proposals for use of the Consents if granted. Applicants would be notified of the outcome of the subsequent Sub-Committee deliberations within 5 days.

Application for Street Trading Sites 10 and 14 pdf icon PDF 95 KB

The Head of Regulatory Services and Community Safety has submitted a report to inform the determination of applications received in competition for Street Trading Consent to fill two vacant approved street trading sites.

 

The Sub-Committee is requested to determine, from the applications received, which applicants they wish to grant Street Trading Consent to, taking into account the details in the report and any representations made at this Sub Committee meeting.

61.     Application for Street Trading Sites 10  and 14

The Head of Regulatory Services and Community Safety had submitted a report to inform the determination of applications received in competition for Street Trading Consent to fill two vacant approved street trading sites:Street Trading Site 10 outside 22 High Street (North Side); and Street Trading Site 14 outside Christ Church St Aldates.

 

Lucy Longford, Business Regulation Compliance Officer, introduced the report. It was explained that Mohammad Ramadan Mahmood had had to give his apologies but would be represented by his friend, Junaid Chaudhary. It was also noted that he wished to be considered for trading site 14 and not just trading site 10 as given in the report.

 

Philip Fulcher, trading as Oxford Street Snacks, had submitted an application in respect of trading sites 10 and 14.  Mr Fulcher addressed the Sub-Committee with his business partner Osajie Oboh.

 

Sonia Cortez Mercado, trading as Gores Van had submitted an application in respect of trading sites 10 and 14. Ms Mercado addressed the Sub-Committee with her husband.

 

Karen Odulate, trading as Go Dutch Ltd, had submitted an application in respect trading site 10 and addressed the Sub-Committee.

 

Mohammad Ramadan Mahmood, had submitted an application in respect of trading site 10. Mr Junaid Chaudhary addressed the Sub-Committee on behalf of Mr Mahmood

 

Jane Bridgman, trading as Racing Camel Gourmet, had submitted an application in respect of trading sites 10 and 14 and addressed the Sub-Committee.

 

The Sub-Committee questioned each applicant to establish their background and trading experience and to ask some detailed questions about individual  applications. 

 

In concluding this part of the process the Chair thanked the applicants for their contributions, noting that the Sub-Committee’s decision would be particularly difficult on this occasion because of the quality of the applications.

 

The applicants and members of the public then left the meeting to allow the Sub-Committee to deliberate and make its decision in private.

 

The Sub-Committee considered all submissions, both written and oral, and resolved to award the vacant approved street trading sites as follows:

·       Street Trading Site 10, outside Christ Church St Aldates, to  Mr Fulcher

·       Street Trading Site 14, outside 22 High Street (North Side) to Sonia Cortez Mercado

 

In reaching these decisions, the Sub-Committee took into account the criteria set out in the Council’s Street Trading Policy, the corporate priority of achieving a vibrant and sustainable economy and site preferences of the applicants. The decisions had not been easy because of the quality of applications but the two successful applicants were seen to provide the best fit overall. The decisions took account, among other things, of the thoroughness of the application (Mr Fulcher) and the addition of significantly different fare from that currently available (Sonia Cortez Mercado).

 

 

 

 

 

 

 

 

62.

Exempt Matters

If the Sub-Committee wishes to exclude the press and the public from the meeting during consideration of any aspects of the preceding or following agenda items it will be necessary for the Sub-Committee to pass a resolution in accordance with the provisions of Section 100A(4) of the Local Government Act 1972 specifying the grounds on which their presence could involve the likely disclosure of exempt information as described in specific paragraphs of Part 1 of Schedule 12A of the Act if and so long, as in all the circumstances of the case, the public interest in maintaining the exemption outweighs the public interest in disclosing the information.

Minutes:

The Sub-Committee resolved that under Section 100A(4) of the Local Government Act 1972  the press and public be excluded from the meeting for the remaining items of business on the grounds that their presence would involve the likely disclosure of exempt information as described in Paragraph 3 of  Part 1 of Schedule 12A of the Act.

 

The Sub-Committee considered matters relating to Hackney Carriage and Private Hire Vehicle licensing in private.

 

The Sub-Committee had three cases before it.

The applicant had however failed to attend the Sub-Committee.

The Sub-Committee resolved to:

Defer consideration of the matter to the next meeting of the Sub-Committee.
