Minutes from 28 October 2014

 

Recommendation: That the minutes of the meeting held on 28 October 2014 be APPROVED as a true and accurate record.

The Sub-Committee resolved to APPROVE the minutes of the meeting held on 28 October 2014 as a true and accurate record.

45.

Matters Exempt from Publication

If the Board wishes to exclude the press and the public from the meeting during consideration of any of the items on the exempt from publication part of the agenda, it will be necessary for the Board to pass a resolution in accordance with the provisions of Paragraph 21(1)(b) of the Local Authorities (Executive Arrangements) (Access to Information) (England) Regulations 2000 on the grounds that their presence could involve the likely disclosure of exempt information as described in specific paragraphs of Schedule I2A of the Local Government Act 1972.

           

The Board may maintain the exemption if and so long as, in all the circumstances of the case, the public interest in maintaining the exemption outweighs the public interest in disclosing the information.

Minutes:

The Sub-Committee resolved that under Section 100A(4) of the Local Government Act 1972 the press and public be excluded from the meeting for the remaining items of business on the grounds that their presence would involve the likely disclosure of exempt information as described in Paragraph 3 of Part 1 of Schedule 12A of the Local Government Act 1972 and that, in all the circumstances of the case, the public interest in maintaining the exemption outweighed the public interest in disclosing the information.

 

The Sub-Committee considered matters relating to Hackney Carriages and Private Hire Vehicle licensing in private.

 

The Sub-Committee had 5 cases before it, the following outcomes occurred:

 

4 cases applications were refused

1 case application was approved.

Suitability to continue to drive Private Hire Vehicles in light of a recent conviction

The Head of Environmental Development had submitted a report which details whether the taxi driver remains a fit and proper person to hold a Private Hire Driver Licence in light of a recent conviction.

The Sub Committee resolved to REFUSE to renew the application for a Hackney Carriage & Private Hire Vehicle licence
