Proposal: The change of use of land for purposes within Class D2 'Assembly & Leisure' of the Town & Country Planning (Use Classes) Order 1987 (as amended) including the development of: a new vehicular access; an internal road and vehicle parking area; grass and floodlit artificial sports pitches; a pavilion building including changing facilities; cycle tracks; drainage infrastructure including surface water storage; means of enclosure; and the creation of wildlife habitat.

The Committee considered an application for planning permission for the change of use of land for purposes within Class D2 'Assembly & Leisure' of the Town & Country Planning (Use Classes) Order 1987 (as amended) including the development of: a new vehicular access; an internal road and vehicle parking area; grass and floodlit artificial sports pitches; a pavilion building including changing facilities; cycle tracks; drainage infrastructure including surface water storage; means of enclosure; and the creation of wildlife habitat on land at Eastings 456292 Northing 204452, Oxford Road, Oxford OX4 2PG.

 

David Edwards (City Regeneration Manager) and Hagan Lewisman (Active Communities Manager) representing Oxford City Council and Tim Pope, representing the applicant, spoke in support of the application.  Benedict O’Connor and Anthony Cawley, representing the applicant, answered questions from the Committee.

 

The Committee discussed key concerns over the accessibility of all of the facilities by all groups of disabled people and highways safety.

 

The Committee gave instructions that a letter be sent to the Highways Authority on behalf of the Chair of the Committee requesting the following matters be dealt with satisfactorily within the S278 process:

·         Noting that

o   with the necessary changes in road layout and access this becomes a complex junction for all users to navigate and

o   changes must take fully into account that many of those using the sports ground would be children, young people and disabled users;

 

·         the site access arrangements and road changes should maximise the safety and minimise the inconvenience for all road users;

·         the changes to the highway requires careful consideration of:

o   suitable lighting at the access to ensure good visibility for all users at all times;

o   suitable marked crossing points from the footpath and overflow car parking on the opposite side of the road, taking into account the complexity of the junction and all road user’s movements;

o   suitable changes to the cycle lane creating arrangements for cyclists crossing the new access on the cycle lane to minimise both disruption to the users of the cycle lane and possible conflicts between them and pedestrians and cars entering and exiting the site.

 

The Committee agreed to add informatives:

·         that consultation should take place with the Disability Network and other disability groups as appropriate and incorporate their suggestions as far as possible to ensure that all the facilities are suitable for all those with disabilities.

·         that the S278 agreement and final layout of the access and junction must take account of the needs and safety of pedestrians so they can cross the roads; and cycle and car safety.

 

 

The Committee resolved to grant planning permission for application 16/03078/FUL with the following conditions:

 

1.     Development begun within time limit.
