Delegated Authority for the Award of Telephony Contract(s)

Report status:

On 31st March 2021 three contracts with BT, valued annually at over £500,000, covering telephony services for the Council, expire. These are for fixed line, data and voice, and the PSTN electronic switchboard. We will have to re-tender all three contracts following Crown Commercial Services and OJEU procurement rules. There are five steps: (a) carry out an independent assessment of options available for these services - May 2020; (b) tender for the services through one or more lots - August 2020; (c) Take one or more decisions (depending on the number of lots) on the award of the contract(s) - November 2020; (d) carry out the work to implement the new services - December 2020;  (e) implement the new contract - March 2021.               

 

A decision is required on whether or not to delegate authority to officers to award the contract (step c, above).

The officers proposed to whom authority should be afforded are the Chief Executive, the interim Executive Director of Communities and Customers, and the Head of Business Improvement.

Delegated Authority for the decision on whether to run a procurement to replace the existing Data Centre Contract

Report status:

On 31st March 2021 a contract with SCC, valued annually at over £550,000, covering data centre hosting and support for the Council, reaches mid-term at five years into a ten year contract. This has a break clause at the end of the fifth year. We will have to decide whether to continue with the contract for a further five years or re-tender. There are between three and seven steps: (a) carry out an independent assessment of options available for data centre services - May 2020; (b) take a decision on whether to continue with the existing contract or go out to tender for the services - August 2020; (c) If the decision is to continue with the existing contract, no further action is required – August 2020; (d) if the decision is not to continue with the existing contract we will need to tender for the services through one or more lots - September 2020;  (e) Take one or more decisions (depending on the number of lots) on the award of the contract(s) - November 2020; (f) carry out the work to implement the new services - December 2020; (g) implement the new contract - March 2021.

Housing Delivery Plan

On 13 February 2020, Government published the results of the Housing Delivery Test for 2019. The Housing Delivery Test compares how many homes were built in Oxford over the last three years against how many homes were needed during the same period. The Council's result fell below 95% (scoring 70%) meaning that a Housing Delivery Test Action Plan (Housing Delivery Plan ) must be published.
